Oyo State Governor Seyi Makinde has revealed that when he assumed office in 2019, the process of appointing Permanent Secretaries was discriminatory. Speaking after the swearing-in of 48 newly appointed Permanent Secretaries on January 14, 2025, Makinde highlighted that appointments were previously based on discretion rather than merit.

The governor described the event as historic, emphasizing that the new appointments were made objectively and without external influence. He also praised the Head of Service for handling the process diligently.

Makinde explained that his administration introduced a more transparent system, including exams to ensure fairness in the selection process. He stressed the importance of recognizing and motivating civil servants in the education and local government sectors, stating that these areas are vital to the state’s future development.
