The House of Representatives has extended the deadline for submitting memoranda on the creation of new states and local governments to March 26, 2025.
House spokesperson Akin Rotimi stated that the decision followed public requests for more time to refine and resubmit legislative proposals in line with Section 8 of the 1999 Constitution (as amended).
On February 7, 2025, the House Committee on Constitution Review announced that 31 state creation proposals had been submitted, but none met constitutional requirements.
To qualify for consideration, state creation proposals must have the support of at least two-thirds of elected representatives from the affected area, including the Senate, House of Representatives, state House of Assembly, and local government councils. For local governments, the state House of Assembly’s vote and a referendum outcome must be sent to the National Assembly.
Proposals should be submitted in three hard copies to the Committee Secretariat at Room H331, House of Representatives White House, National Assembly Complex, Abuja. Soft copies should be emailed to info@hccr.gov.ng.
