    The Civil Society Budget Implementation Assessment, Monitoring and Evaluation Committee (CBIAMEC) has accused major labour unions of hypocrisy and selfish motives in their confrontation with the Dangote Petroleum Refinery, warning that union actions pose a grave threat to Nigeria’s energy security and economic future.

    In a statement issued on October 1st, 2025, and signed by its Chairman, Amb. Agbonkpolor Splendour, CBIAMEC said while it recognises the constitutional rights of workers to organise, the current moves by PENGASSAN and the Trade Union Congress (TUC) amount to a “shameless weaponisation of union privileges for selfish financial gain.”

    The group criticised PENGASSAN’s swift demand for check-off dues within 24 hours of alleged unionisation at the refinery, describing it as proof that the unions’ focus lies on revenue rather than workers’ welfare.

    “Even more troubling is the hypocrisy of these same unions,” the statement read. “For decades, billions of dollars were wasted on turnaround maintenance of government-owned refineries that never worked. PENGASSAN and TUC never mobilised nationwide protests against that monumental corruption. Their silence speaks volumes of complicity.”

    CBIAMEC said attempts to “cripple the Dangote Refinery Africa’s most significant private sector investment through blackmail, misinformation and threats of sabotage” must be resisted, as the refinery symbolises hope, jobs and economic sovereignty for Nigeria’s over 230 million citizens.

    The committee further challenged PENGASSAN and TUC to publish their audited financial records for the past ten years, arguing that unions cannot demand accountability from others while hiding their own finances.

    “Dialogue, transparency and constructive engagement, not sabotage disguised as activism, should guide union relations with the refinery,” CBIAMEC concluded.

    Over 50 Civil Society Organizations (CSOs) from across Nigeria on Thursday converged at the headquarters of the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), Abuja, on a high-level courtesy visit to Federal Commissioner and Chief Executive Officer, Aliyu Tijani Ahmed.

    The powerful delegation was jointly led by Comrade Splendour Agbonkpolor, Chairman of the CSO Budget Implementation, Assessment, Monitoring and Evaluation Committee (CBIAMEC), and Ogakwu Dominic, President of the Civil Society Groups for Good Governance (CSGGG), alongside leaders of several civil society organizations in Nigeria.

    Welcoming the delegation, Aliyu Tijani Ahmed commended the critical role of CSOs in strengthening democracy, accountability, and policy implementation. He emphasized that under his stewardship, the NCFRMI has embraced an open-door policy designed to encourage dialogue, inclusivity, and collaboration in the humanitarian sector.

    The Commissioner highlighted some of the Commission’s notable achievements, particularly in states such as Nasarawa, Benue, amongst others, where thousands of displaced persons, migrants, and asylum seekers have benefited from timely relief interventions, shelter support, and empowerment initiatives.

    “Our mission is not just to provide immediate relief but to restore dignity, build resilience, and ensure long-term rehabilitation for our displaced brothers and sisters. We are determined to leave no one behind,” Ahmed declared.

    Also in a major step to deepen transparency, the Federal Commissioner agreed to suggestions by announcing plans to establish a dedicated CSO Desk Office within the Commission. According to him, the new desk will serve as a direct liaison point with civil society groups, ensuring smooth collaboration, stronger oversight, and due diligence in all NCFRMI activities.

    Speaking on behalf of the delegation, Comrade Splendour Agbonkpolor hailed the Commissioner’s performance, describing the visit as “one of a kind.” He noted that Aliyu Tijani Ahmed has set a new benchmark for leadership in public service.

    “As a performing public steward, you have earned the confidence of civil society. The CSOs present here today, and those across the wider coalition, will continue to support and rally around you to ensure that the Commission achieves its mandate,” Agbonkpolor stated.

    Corroborating his remarks, Ogakwu Dominic lauded Ahmed for his humility, responsiveness, and openness to partnership. He stressed that the collaboration between the Commission and CSOs would set a new standard for humanitarian governance in Nigeria.

    The visit not only underscored the growing synergy between government and civil society but also signaled a new chapter of accountability, inclusivity, and partnership in addressing Nigeria’s displacement and migration challenges.

    CBIAMEC Writes JAMB, Threatens Civil Action Over Exam Failures

    The Civil Society Budget Implementation Assessment, Monitoring and Evaluation Committee (CBIAMEC) has formally demanded the immediate resignation of the Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Is-haq Oloyede, citing widespread failures and alleged administrative lapses in the conduct of the 2025 Unified Tertiary Matriculation Examination (UTME).

    In a letter dated 16th May 2025 and addressed to the Registrar, CBIAMEC referenced a petition from the Integrity Advocacy for Development Initiative (IADI), led by Comrade Ofomhi Christopher, which raised serious concerns over what was described as gross incompetence and financial mismanagement within JAMB. The letter, signed by CBIAMEC Chairman, Ambassador Agbonkpoloir Splendour, stressed the urgent need to uphold transparency, accountability, and justice for the thousands of candidates affected by the alleged examination anomalies.

    The petition attributed the mass failure of candidates to administrative errors reportedly originating from JAMB, raising alarm over the credibility of the examination body and the potential long-term impact on the future of Nigerian youths. It also cautioned that repeated occurrences of such failures could erode public confidence in national institutions and damage the reputation of the current administration as the country approaches another election cycle.

    “The basis for this action is the widespread failure reported among candidates in the 2025 JAMB examination. These failures have been attributed to alleged administrative lapses within JAMB… Such a situation, if left unaddressed, could tarnish the reputation of the current government and potentially influence public perception during the upcoming elections,” the committee stated.

    When contacted by our correspondent, the Chairman of CBIAMEC, Amb. Agbonkpolor Splendour, confirmed that civil society organizations and other concerned youth groups, would commence mass protests and civil actions in seven days should there be no response or visible action from the JAMB leadership.

    “We are giving the Registrar an opportunity to respond, but failure to act within seven days will lead to nationwide civil actions. The affected candidates and their families deserve answers and justice,” Splendour said.

    The committee reaffirmed its unwavering commitment to promoting a sane environment, national integrity, and responsible leadership for the Nigerian youth, adding that only a transparent and accountable examination system can foster trust in educational processes.

    Meanwhile other stakeholders across education, civil society, others have also expressed serious concern over the same issue.

    In a powerful show of solidarity and civic engagement, members of the Civil Society Budget Implementation and Monitoring Evaluation Committee (CBIAMEC) paid a congratulatory visit to Comrade Solomon Adodo, one of the newly appointed board members of the North Central Development Commission (NCDC), at his office in Area 1, Abuja on Tuesday.

    Led by CBIAMEC Chairman, Comrade Splendour Agbonkpolor, Comrade Ogakwu Dominic, and other key members, the delegation extended heartfelt congratulations to Comrade Adodo and praised President Bola Ahmed Tinubu for his commitment to inclusive leadership, especially in empowering competent young voices from the civil society space into vibrant position of strategic leadership.

    Adodo, who was recently appointed as Board Member representing the Federal Capital Territory (FCT) in the NCDC, was lauded by the visiting coalition for his history of patriotic activism and his readiness to serve. The CSOs described his appointment as a victory for all youth and civic actors across Nigeria.

    They emphasized their belief that Adodo would deliver impactfully, particularly as the NCDC is tasked not only with supporting government efforts to emancipate the poor from poverty but also with bringing sustainable development to the grassroots level across all region.

    The delegation also extended their appreciation to the Senate President, Godswill Akpabio, and the Secretary to the Government of the Federation (SGF) for their roles in identifying and endorsing credible youth leadership.

    “Our strength is in our unity. Over 300 civil society organizations nationwide are fully aligned and ready to support Comrade Adodo’s vision. A win for one of us is a win for all.” They said.

    The committee also announced their intention to formally express their appreciation to President Tinubu and Senate President Akpabio in the coming days, calling the appointment a defining moment for youth inclusion and civic recognition in national development.

    In his response, Comrade Solomon Adodo expressed gratitude for the visit and unwavering support. He reaffirmed his dedication to the task ahead, noting that though the Commission is still in its infancy, he is well-equipped and confident in his capacity to deliver results in the FCT.

    “This is more than an appointment; it’s a call to patriotic duty. Out of over 200 million Nigerian youths, the President, in his benevolence, found me worthy to serve. I don’t take this lightly.” Adodo said.

    He thanked President Tinubu for giving the youth a voice and platform, adding that the President cannot be everywhere, which is why he has appointed them as lieutenants to ensure that development reaches the grassroots and the people feel the impact of government.

    The meeting ended with renewed energy and resolve by the committee to work hand in hand with the NCDC in fulfilling its mandate for the benefit of the people, especially the underserved communities in the region.

    In a renewed push for sustainable national development, civil society organizations have thrown their weight behind Nigeria’s shift to renewable energy, commending the Energy Commission of Nigeria (ECN) for its commitment to powering underserved communities through clean energy solutions.

    Under the umbrella of the CSOs Budget Implementation, Assessment, Monitoring, and Evaluation Committee (CBIAMEC), stakeholders held a press briefing in Abuja themed “Powering Nigeria’s Future: Advocating for a National Shift Toward Renewable Energy for Sustainable Development.”

    Speaking at the event, CBIAMEC Chairman, Ambassador Splendour Agbonkpolor, emphasized that renewable energy holds the key to unlocking economic prosperity, job creation, and climate resilience. He described Nigeria’s energy access gap, where over 85 million citizens still lack electricity as a national emergency that demands bold, innovative, and inclusive solutions.

    “We are here today not just to speak truth to power, but to align with power that works for the people. Renewable energy is not just a technology; it’s a tool for justice, equity, and human dignity.”Agbonkpolor said.

    The committee particularly commended FG for its strategic initiatives aimed at deploying 4 megawatts of renewable energy in all 36 states and the FCT, as well as a separate plan to deliver 5 megawatts to every local government in partnership with the Association of Local Governments of Nigeria (ALGON).

    “These projects are not only ambitious, they are necessary. They represent a real chance to lift communities out of darkness, boost local economies, and bring Nigeria closer to its renewable energy target of 30% by 2030.” Agbonkpolor noted.

    The committee also addressed the ongoing ₦10 billion in the 2025 approved budget for the installation of a solar mini-grid at the Presidential Villa. While acknowledging growing media interest and public scrutiny of the initiative, CBIAMEC clarified that its position is not one of opposition but of constructive engagement.

    “We had a fruitful interface with the Director General of ECN where detailed clarifications were provided on procurement procedures, project scope, and transparency mechanisms. The Commission assured us that all steps are being taken in line with the Public Procurement Act, including competitive bidding and regular performance audits.” Agbonkpolor added.

    The group pledged to serve as an independent watchdog, monitoring the implementation to ensure the solar intervention truly benefits the people and delivers value for every kobo spent. “We will be vigilant, objective, and fact-driven in our oversight role.”

    Meanwhile the Committee also raised concerns over what it described as “media trials” that could derail public trust and investment in renewable energy projects. It urged journalists to uphold ethical standards, verify information, and avoid sensationalism that may hinder national progress.

    “We are not calling for silence, we are calling for responsibility. The media has a powerful role to play in this transition, not as saboteurs, but as storytellers of change and partners in development.” he restated.

    The briefing concluded with a five-point call to action, encouraging households to explore solar home systems, innovators to invest in green technology, communities to support mini-grid projects, policymakers to prioritize renewable energy in national planning, and the media to amplify success stories in the sector.

    Leaders of various Civil Society Organizations (CSOs) gathered on Thursday to officially inaugurate the executive members of a newly formed committee dedicated to enhancing transparency in government budget processes.

    According to gathered report, CBIAMEC which stands for  CSOs Budget Implementation, Assessment, Monitoring, and Evaluation Committee, will focus on promoting effective budget implementation, ensuring accountability, and addressing potential gaps in government financial operations.

    Comr. Splendour Agbonkpolor, the newly inaugurated chairman of CBIAMEC, speaking to newsmen, outlined the committee’s comprehensive mandate. He said; “Our role is to monitor budget implementation, assess its impact, identify any gaps, and advocate for necessary reforms. We are committed to promoting transparency, producing evidence-based reports, and collaborating with relevant stakeholders to support capacity-building efforts.”

    Emphasizing his commitment to leading the committee impartially, Agbonkpolor assured that no organization would be protected in the fight against corruption. “We are working toward assisting the government in evaluating projects at the implementation level. We aim to set a new standard for leadership that will transcend the current state of governance,” he noted.

    Also explaining that the initiative is coming at a crucial time when concerns about corruption and mismanagement of public funds have intensified. Comr. Okpanachi Jacob, Head of Planning, addressed the committee’s core objective of overseeing government procurement procedures. “Our primary aim is to ensure that government projects are executed in a transparent and accountable manner,” he stated. “The endemic corruption we’ve witnessed in the past demands a strong check on the system, and we are committed to delivering on that promise.”

    Comr. Patrick Ogheneyero, the Head of Operations, who also spoke to newsmen, highlighted the vast sums of money expended on public projects and the need for rigorous oversight. Ogheneyero said “Billions of naira have been spent on budgeting, monitoring, and evaluation in this country. As civil society organizations, it is our duty to ensure that every kobo allocated to government projects is spent transparently and effectively.”

    Meanwhile in an oath rendition by Barr. Joseph Ndaguba Esq., the newly appointed executives of the committee,  all pledged to collaborate with governmental bodies, international organizations, and other stakeholders to foster greater accountability in Nigeria’s budgetary processes and bring about bout meaningful reforms.

    CBIAMEC Lauds Auchi Poly For High Transparency In Budget Implementation 

    The Civil Society Organisations (CSOs) Budget Implementation, Assessment, Monitoring, and Evaluation Committee (CBIAMEC) has rated Auchi Polytechnic in Edo, high on transparency and budget implementation process.

    The Chairman of the committee, Amb. Splendour Agbonkpolor gave the rating at a news conference on Tuesday in Abuja.

    He said that CBIAMEC is dedicated to tracking and evaluating projects across government institutions to foster transparency, accountability, and public participation in the budgeting process.

    Agbonkpolor said that sequel to the funds disbursed to Auchi Polytechnic, the committee conducted an independent assessment to evaluate the progress and impact of completed and ongoing projects within the institution.

    He said that the key performance indicators, included code of conduct, staff welfare and motivation, quality of work done and the level of accountability and transparency.

    Others are professionalism, innovation, growth, infrastructure, student welfare and responsiveness to FOI.

    The chairman said some of the work done by the polytechnic includes construction of a 1.1-kilometer road from campus 2–3 within the campus and construction of office blocks and classrooms.

    He said construction of a 250-seat lecture theater for the School of Engineering, renovation of the Auchi Polytechnic central library and ICT center and construction of a 2000-capacity hall at the old staff quarter have also been done.

    Agbonkpolor said that renovation of paint production unit of the school and attraction and securing the construction of a 250-capacity ICT center by Apostle Johnson Suleiman in support of his alma mater.

    He said construction of basketball, volleyball, and badminton courts, renovation and modernisation of the school-owned bakery, construction of a water factory and treatment unit among others.

    “We believe that these accomplishments will positively impact various aspects of the polytechnic community, including infrastructure, facilities, and equipment.

    “Improved resources will enhance the learning experience, academic performance, and career readiness of students.

    “Additionally, better working conditions and professional development opportunities will boost staff morale and job satisfaction, creating a more positive and productive environment.

    “This assessment affirms that Auchi Polytechnic is effectively utilizing allocated funds to deliver high-quality projects, enhancing the institution’s capacity and contributing to community development.

    “We commend the management for its commitment to transparency, accountability, and responsible project execution, urging other institutions to emulate Auchi Polytechnic’s example,” he said.

    The chairman said that the committee had compiled its findings and that copies of its report will be submitted to relevant authorities and agencies, including the Polytechnic Management, Ministry of Education, and National Board for Technical Education among others.
